The above two censuses pose a problem, that the children of the family in the censuses number seven while those found on the birth indices number five.  The extra children in the 1881 census are:

Eleanor  A Stopford   b.  1875

This immediately led to finding Eleanor Frances Stopford with a Walter mother, in error for her actual Waller mother, on the GRO online index:

But Reginald still could not be found not even in a search for Stopford births with no forename.

However a search for baptisms did produce him as Reginald Arthur Stopford baptised on March 5th 1873 at St Paul, Wilton Place, born at 3 Halkin Place with parents James Sydney and Catherine Mary Stopford.  (Thanks again, Ancestry)

Probably it will be possible to find the baptisms of all the children.  Indeed it is:

  18 August.  The Will of James Sydney Stopford late of the Lodge Redhill in the County of Surrey who
died 8 July 1885 at The Oaks Sunning Hill Ascot in the County of Berks was proved at the Principal Registry by George Henry Waller of 16 Eaton-square in the County of Middlesex a Colonel in Her Majesty’s Army and Sackville George Stopford Sackville of Drayton House Thrapston in the County of Northampton Esquire the Executors.

Sackville George Stopford Sackville was the son and heir of his late brother William Bruce Stopford Sackville.  Col Waller was the brother of his wife, the eventual Major General and 3rd Bart, and the uncle of the husband of his daughter Mabel.

His will has been ordered on 10 December 2021.

His will remarkable for mentioning the names of none of the beneficiaries whatsoever.  He passed on the marriage settlement to be divided by complicated sums among his eight children.  His wife, whom he did name, was dead, his nephew and a relation of his wife were named as executors and he appointed some guardians for his unnamed children.

“and prayed a Licence for the Solemnization of Matrimony in the District Church of Saint Paul Wilton Place, aforesaid, between him and Catherine Mary Waller of No 16 Eaton Square, in the same County, a spinster of the age of twenty one years and upwards

“and made oath that he believeth that there is no Impediment of Kindred or Alliance, or of any other lawful cause, nor any Suit commenced in any Ecclesiastical Court to bar or hinder the Proceeding of the said matrimony, according to the tenor of such Licence.

There was then an enormous fight to find the marriage register page.  Ancestry is supposed to have all Westminster parish register images but no index search that I could find worked.  I knew from the Licence that the marriage was to be in St Paul’s, Wilton Place.  Eventually I found how to approach this register directly and go through it by a page index until I found the right page, using Burke’s information that they had married on the 10th March 1868.  And they had done precisely that, with a transcript by me from Ancestry’s image:
