There was a marriage of a Daniel Rowe in 1887 to one of Lucy Salter and Emma Tunnicliffe.  The 1891 census should decide.  Or a church register entry.

In fact there was a parish register entry and it was the second of the above two names.  See their Marriage Notes for details.

In 1891 Daniel was not to be seen.  So I searched for Emma.  And she was with ‘Edward David’ with the two eldest daughters as included in the 1911 census.  Was the Daniel having some fun with the enumerators?  They were at Albion Street, Burslem Fegg Hayes Tunstall Hamil Longport, Wolstanton, Staffordshire:

In 1901 again Daniel was not to be found and again an Edward was to be found as head., but otherwise the same as Daniel.  I presume he was trying the same trick again.  They were at 28, Port Vale Street, Burslem, Wolstanton, Staffordshire:

Remarkable, in 1911 Daniel was resurrected; they were at 94 Stanley Street Burslem, Burslem, Staffordshire:

This census sheet was filled in by Edwin Davies, his son-in-law, who then signed the form and someone, the enumerator possibly, wrote ‘for D Rowe’ beside this.
Fo Emma it was recorded that she had been married for 23 years and had 6 children, one of whom had died.

A search for Rowe births with a mother of Tunnicliffe in Wolstanton district from 1887 to 1907 produces:
