Note that his mother was Emilia, he was born in Glos and there were two Glos families in 1861 with daughters named Emilia. I suspect they are all related but it also looks like there are no offspring from his wife so that none of them wwould be Powys relations.
Mature thoughts says that this family is the same as the one in Cheltenham in 1861 when Richard was married. So it looks like he was a widow in 1871 (not true, his wife did not die until 1875). So his daughter Emilia in 1881 was with her STEP-mother Catherine Francis Croker née Harding.
