There are truly vast numbers of Thomas Cartwright baptisms, far too many to identify the records that are his. Perhaps there are some surgeon records, but I doubt it for that early.

The evidence that this is correct is the entry for the burial of Thomas at Wroxeter which stated that he was the son of Robert, late vicar of Wroxeter, and Ann Cartwright and aged 38 at his death in late 1779, making him born in 1741. Bingo!
The text in the parish register is:
“Thomas son of Robert Cartwright Clerk & Ann his wife born ye 5th was baptised 23d of October.” [1741]
The page was countersigned at its foot by “Robert Cartright Vicr” (and by the churchwardens).

There is this inscription in Old St German’s church:
“To the memory to Thomas Cartwright, Esquire, Surgeon, nephew to Thomas Powys, Esq, of Berwick House near Shrewsbury, who departed this life on the 10 Sept 1820. In the 53 year of his age.” If related to this Thomas, then he might be a son. (Sounds v.interesting.)

Some internet sites give Thomas and Penelope a fourth daughter of Martha born in 1775 (the same year as Jane). I can find no record of any Martha daughter of Thomas and Penelope and assert that those sites should delete her from the list of children.

My trranscription of the burial register page:
“Thomas Cartwright son of Robert Cartwright late vicar of this Parish & Ann his wife, died at Denbigh and was buried in this parish December 24 [1779], aged 38 years.”
So he was born around 1841, his parents being Robert and Ann.
________________
His will was dated 29 December 1777 with a codicil of 14 December 1779.
He named both his wife Penelope Cartwright and his brother-in-law Edward Powys, som Cartwright brothers and some of his children, notably the eldest, Thomas.
The will was proved on 21 January 1780 in London with the executor of Edward Powys duly sworn.
What we don’t know is when he died but it seems to have been between 14 Dec 1779 and 21 Jan 1789.
