1798 Whitchurch Baptism Register:
"1798 Jul 16 POWYS Richard Thomas s. Philip Lybbe, Esqre & Louisa (nee MITCHELL) born April 11 1798"
1816 matriculated at University Coll. 1820 B.A.
1823 M.A. Chaplain of Goring Heath; Vicar of Hullavington.
1829 married Caroline Scott-Waring, at Caversham. They had 6 children, but only a daughter married, Ellen Anna Philippa (1838- ) [TFPL, 2011: The 1911 census shows her to have been single so she never married]. Presumably she is the E.A.P. Powys, great great grand-daughter of Sir Thomas, who (before marrying) copied out the family memorandum books. She undertook this initially for William Reginald but, since he died before she had completed it, she gave it to Reginald Cecil instead.
Their son Philip Edward, born 1841, joined the 57th Regiment in 1860. In 1863 he was wounded in New Zealand, and in 1867 he died of wounds.

In 1841 census he had the occupation of clergyman and his household was himself, his wife Caroline, 5 children, 3 Wells children, a governess, two male servants and 5 female servants.
In 1851 census the the eldest daughter had died so there were four children, Richard was chaplain of Endowed Almshouses (Goring Heath?) and they had with them two Scott Warings. The resident house servants were only three and finally they had with them a schoolmistress to Goring Heath (Almshouses?).

In 1871 census he was vicar of Hullavington, Cricklade, Wilts. The household, "Street Private House (Vicarage)", was:
