No baptism found on FindMyPast, FamilySearch, but on Ancestry there is the scan of a parish register entry in Northampton which she clearly thought to be her place of birth in the censuses:

“No: 48
“Child’s forename: Frances
“Parents’ forenames: William Tyler & Frances
“Parents’ surname: Smyth
“Abode: Abington St(?)
“Profession: Attorney
“Celebrant: E(?) Watkin
In 1885 Burke said that she was the daughter of “W-T Smyth Esq of Little Houghton, Northamptonshire”. So I think the above entry has to be hers.
If she was born in the first week of April then in many censuses she would not have reached her birthday so, correctly, gave a year less that arithmetic of the years only for her age. So she was entered as being born in 1815.
Her brother William married Lucy Charlotte Stopford, sister of her husband.
