In 1911 There was no Arthur Rowe to be found in Staffs.
But I now find that there was a death in 1882 in Wolstanton of an Arthur Rowe who was born, it says, in 1874. There was only the one Arthur Rowe registered in Wolstanton between 1873 and 1877, so it sounds like him. It makes sense of the lack of any meaningful information about him subsequent to t882.
Arthur was in the 1881 census. The only Arthur Rowe in Winstanton was as a son of another family in Stoke on Trent and born in 1873.
