There are 6 William Turner baptisms in the region of Pontesbury, Shropshire in 1828 give or take two years.  But none in Pontesbury itself.  So his birth cannot be easily identified.

However Family Search has his baptism:

However it is possible that this birth is not his: various counter information:

1. He consistently gave 1828 as his birth date.

2. Consistently gave Pontesbury as his birth place

3. But in 1828 in Alberbury, Shropshire, not far away, there is a baptism of a William son of Thomas and Mary Turner.  And in the 1861 census his father gave his, Thomas’, birth place as Alberbury, not his otherwise consistent Pontesbury.

There are two William Turner deaths in Staffordshire between 1871 when he was alive and 1881 when his wife was a widow:

There are 26 marriages of a William Turner with a Sarah in Shropshire between 1840 and 1860, so their’s is beyond hope of identification!

But her surname was found from the births of her children and this led to their marriage in Shropshire:
