There are at least four Ernest Pethicks born between 1873 and 1883, from the census records.
One of these was ‘Ernest E’ in 1881 and born in 1875 and ‘Ernest Ellacott’ in 1891 and also born in 1875, both birth locations being Devonport Stoke Daverel, Devon. So this was the core data to capturing the rest.

There is a story going round that he was Mayor of Plymouth. The only evidence I can find is from the Plymouth City Council web site which has a list of all mayors on it. At <http://www.plymouth.gov.uk/homepage/councilanddemo...yors1800-1900.htm>; it shows that a John Pethick was mayor from 1898 to 1900.
