In 1911 he, Blanche and their son Henry were in Lambeth, London; Blanche was reported to have had two children both of whom were still alive, further she was reported to have been married for 28 years (or started their relationship from 28 years ago) which means they were married or got together any time between April 1882 and March 1883, say c. Sep 1882:

Notes for Henry Stopford & Blanche Evelyn (Family)
The only information about their marriage or coming together is the 1911 census which says that on census day they had been married for 28 years.  This places their marriage any time from April 1882 to March 1883.  So I have entered it as c.Sep 1882.  I still have no idea where they got together.
