In the 1891 census all of Walter, Frances Olive and Mabel Lux Olivette were clearly identifiable in his home of Offley.  He said he had been born in France.  But then none of them can be found in any of the subsequent censuses: 1901 and 1911.

For the record the 1891 census data had them at Westbury Farm, Bucketts Hill, Offley, Hitchin, Hertfordshire:
