While she gave Liverpool as her place of birth in the 1861 census, there is no Caroline Bishop born in Liverpool in the 141 or 1851 censuses. I suspect she was born in London, from the London marriage.

“Powys.--On the 24th ult, aged 28, Caroline, wife of the Rev Spencer Perceval Powys”
