In 1871 she was with three step-daughters in Folkestone.
______________
Burke states that she died on 13 Dec 1898.
So I have searched for all deaths of Juliana with any surname from Dec 1871 to Dec 1920 who were born in 1820 or 1821 (she consistently gave an age indicating a birth in one of these years in the two censuses). No sign of any recognisable surname’s death. Was she abroad? Or in Scotland?

FamilySearch has this record:
Name: Juliana Haywood
Gender: Female
Burial Date: 16 Dec 1897
Burial Place: Charlton Near Dover, Kent, England
Indexing Project (Batch) Number: I01383-9
System Origin: England-EASy
GS Film number: 1786211And this led to Ancestry’s index entry for her will, giving her death date:
"HAYWOOD, Juliana of 50 rue Joinville Boulogne sur Mer France widow
died 13 December 1897 Probate London 1 March to Cecilia Mary Helen
Dashwood widow Effects £86 17s 7d"
And the image of her burial record in Charlton was found on FindMyPast but with no significant added information.
There are five other Gibbonses buried in Charlton-by-Dover from 1876 to 1892 but I can see no connection with the family of the baronets in Burke.

Her will may be worth getting from the Probate offices in London as it may have said something about her various step children.
