I can find neither her birth or marriage on FreeBMD up to 1995. Probably the first two were in the Isle of Man. Her surname would be on her daughter’s birth certificate.
By 1911 she had moved out of Woodstock and was on her own in Somerset:

In the 1881 census her place of birth is given as “Balladoole House, Isle of Man”. Around that time a house of that name was occupied by a family of Stephensons, so it is possible that this was her maiden name. However at one stage the family was known mid-century as Woods and later changed it back to Stephenson. So she might have been Woods or Stevenson.
