Presumably he was related to the Galfridus Mann whose dau. Mary m. Thomas Powys, the first baron. So he and his wife were probably second cousins. This is confirmed by the fact that he is reported to have been born at Linton, Kent which is the estate that Robert Mann is said in Burke’s extinct peerage to have acquired.
However I cannot find him in said Extinct Peerage. Is this another of Burke’s terminological inexactitudes (Parliamentary speak for lies)?

His father seems to have been James Mann of Egerton Lodge, nr Lenham. This James m. Lucy, dau. of Sir Horatio Mann of Linton. Horatio was in turn the eldest (surv.) son of Galfridus Mann and Sarah Gregory; thus Horatio was the brother of Eleanor who m. Thomas Powys, and they were parents of Thomas P. the first ld Lilford. So Lucy was first cousin to the first baron L. and her son William Henry Galfridus Mann was indeed 2nd cousin of his wife Frances. (Mostly, Burke’s Extinct baronets, made explicit by Jackson & Crisp’s vis’n of England.)
