In 1939 this has to be her, still in George Street, and with her mother Elizabeth having the same birth year as in the 1901 census plus one child who is highly probably the 14 year-old Joyce, all at 18 George Street, Hednesford, Cannock U.D., Staffordshire:

Turner household  (3 people)

First name(s)  Last name(s)  DOB  Sex  Occupation  Marital status  Schedule  Schedule Sub Number
Elizabeth  Turner         17 Oct 1864  Female  Under Domestic Duties         Widowed  215  1
Alice      Owen (Turner)  13 Mar 1899  Female  Shop Keeper (General Stores)  Single   215  2
(The record for this person is officially closed. Can I get around this?)

Ref: RG101/5385B/018/21

Note that by providing Joyce’s death certificate it is possible to release her information in the 1939 Register and thus, highly likely, confirm my interpretations above.

Note further that the later addition of Owen to Alice’s name indicates that she married, or changed her name to, an Owen.  This marriage was found to be in 1942.

There are two Alice Owen deaths in Staffordshire with a birth year of 1899 and nothing indicates which might be hers:

Last name  First name(s)  Year Of Birth  Year Of Death  Year  Location
Owen       Alice          1899           1969           1969  Lichfield, Staffordshire
Owen       Alice          1899           1972           1972  Dudley, Staffordshire

Though this Alice Owen probate suggests her death might be the first as Rugely is the town or village where her daughter and her husband died:

OWEN Alice of 17 Byron Pl Rugeley Staffs died 22 December 1969  Probate Birmingham 3 July.  £305.

The 1972 death might have been this:

Owen Alice of 68 Cotterills Rd Toll End Tipton Staffs died 1 February 1972 Administration Birmingham 5 May. £1640.
