The CCED says he was Rector of Nether Broughton, Leics from 2 Dec 1795 to 15 Jan 1831 (when his successor was appointed, so he must have died a little before that). He had an MA.

An obviously clever man, to have obtained two scholarships.

The only Rochford to be found is, in fact, now in Worcestershire and this in in fact in the registration district of Tenbury, where his nephew Elliot has put up a memorial to his wife's cousins. This baptism is thus highly likely to be his:
