Possibly it is he who was in the 1911 census aged 3 months and born in Bowden, Cheshire, but with parents not present in Blawith Grange over Sands, Ulverston, Lancs. This birth year is confirmed by his death entry in Scotland in 1992.
The birth place of Bowden Cheshire is the same as the residence of William Rothschild Deakin, his reported father. His mother was neither with his father nor with Cecil himself (had she had a bad birth?). His mother in fact appears to have died in childbirth.
This could well be his birth index, the year, quarter and district are right:
