To clear up whether the 1939 entry was him or not:
There are three Montague Townsend births from 1907 to 1911:

Townsend Montague 1910 — 1910 Bedwellty, Monmouthshire, Wales
Townsend Montague W 1911 — 1911 Kingston, Surrey
The birth registration quarters are, respectively, Q4 of 1909, Q1 of 1910 and the mother’s maiden names are Livermore, Poole and Carter. So the Montague Townsend in Sheffield in 1939 could yet be either the first or the second of these three births. Perhaps an answer might be to obtain the birth certificate for the second to see if the birth date was actually the 18 Dec 1909 of the 1939 register.

There are two Montague Townsend deaths, one in Sussex in 1956 and born in 1881 so not him, the other in Sheffield in 1966 and born in 1910 which could be him and makes the Sheffield-Monks mareiage above a tad likely.
