Pure speculation, but from the above initials I would guess that the P was for a forename of Powys.

These are the births on FreeBMD from 1947 onwards of Best children whose mothers had maiden names of Powell. It looks like the Cornish births of Redruth and St Austell are a separate family, leaving only two children that hade been entered onto FreeBMD. There are also Martin and Mary, probably omitted because the transcribers have not got round to doing their registration districts and years.
