There is no Robert Welbank dying in Kent on FreeBMD in 1867, nor any from 1860 to 1870. The only one to be found between 1860 and 1875 died aged 81 in London city in Q2 of 1874, vol 1c, p. 36. There is another R.W. who d. in Q2 of 1857 in Goddstone, Surrey, age unknown.
He may be the author of the pedigree for his brother George Welbank deposited with the College of Arms in 1827. No other close (male) relative looks likely to be the source.
The pedigree says that he was a Captain in the Naval Service of the East India Company. Perhaps he died abroad?
