His wife is unknown.
However FreeBMD shows a marriage of Samuel Skelton Priestley and one of Elizabeth Ackland or Frances Stamper in Tiverton district, Devon in Q4 of 1837. Looks almost certain to be he, at any rate.
The FreeBMD deaths of Frances and Elizabeth Priestley do not give any clue to her identity or death date.
But a census or two should quickly resolve the matter.
There is no second marriage for Samuel Skelton Priestley on FreeBMD.
In 1881, there was a Samuel Priestley aged 66 in Bilton cum Harrowgate with a wife Frances aged 70; he was born in Bradford and she was born in Nunnington, Yorks. Sounds as if she was Frances Stamper and thus born in 1811 (and not on FreeBMD). Perhaps it would be good to get hold of another census or two.
