Far too many Joseph Oliver births on FreeBMD to even guess where he came from. But the 1901 census says he was born in Greenwich, Kent. This leads to this birth index entry:

This is now confirmed on FindMyPast (why couldn’t I find it before? Almost certainly there were too many, 220 for 1856 +/-2, Joseph Os born in 1856 and died in an unknown year.)
And FindMyPast has a Mabel Alice Oliver dying in 1906 in Sedburgh. More confirmation of the marriage.
