The answer to this is that the marriage index gives his name as Rowland G H Penny and the 1911 census shows him as a local miller:

In 1891 he was a scholar living with his parents in Lovington, Somerset, his father was a Miller and the eldest four children, including he, were born at Queen Camel, Somerset.

I cannot find his death on FreeBMD yet and FindMyPast would take a year of searching!.
