There is no record of a Hounsell Penny birth in the English & Welsh indices from 1870 to 1890.  Nor was he to be found on the 1911 census.

The answer to this is that the marriage index gives his name as Rowland G H Penny and the 1911 census shows him as a local miller:

In the 1901 census he called himself Hounsell Penny and was a Corn Chandler’s assistant, born in Queen Camel, Somerset (Queen Canal?)

In 1891 he was a scholar living with his parents in Lovington, Somerset, his father was a Miller and the eldest four children, including he, were born at Queen Camel, Somerset.

His father died in Wincanton district 1932 qged 76.

I cannot find his death on FreeBMD yet and FindMyPast would take a year of searching!.
