My strong suspicion is that there was but one marriage and that Elizabeth was known as all of Cross, Douglas and Powys. Perhaps she had been married before and then moved in with William and was known by the name of Powys before marriage? It might be worth getting the marriage certificate for this to see precisely what had happened.
The Marriage certificate confirms that she was born Cross, married Alexander Douglas and took the name of Powys prior to marriage.

So I suspect they all lived most of their life abroad, apart from the 1938 marriage in Poole.
