The births image of the births index clearly has a ‘Female Powys’ born in Q2 of 1838 in the Warrington district, vol 20, p. 801. I wonder if there was some confusion in the record?
On the GRO online index there is this entry for Q2 of 1838:

This sex has to be an error from the time of entry. But I am not going to pay for a copy of the register entry from the local registry office to find what the original said.

In 1911 they were living with some Millers in Sidmouth, Devon. She said she had had no children, ever. He (presumably) gave his name as Percy William Powys; I suspect they were lodgers, not visitors:
