In 1881 census there is a Charles Edw Powys aged 71, Commander RN retired, with wife Caroline so it has to be the right chappie.
And in LDS Vital Records he is again Charles Edward, not Charles Richard so I've changed his name (in June 2002).
The Navy List for 1850 gives his appointment to Lieutenant as on 31st Oct 1831.
