The 1881 census for Edith Jacobson shows her as indeed living with Gottlieb but she was declared to be Mar(ried) which meant her husband was alive and probably one of the sons on the same sheet. So this is not Edith Kathleen née Powys Jacobson.
In 1891 she was living in Exmouth, near where her husband had died and with her two daughters and her sister. Judging by the 1878 date for her younger daughter's birth in Australia, I suspect she had stayed there until after 1881 so is not on that census in England.
In 1901 she and her younger daughter were living in Binfield, Berks, about 5 miles from where I live.
In 1911 she and her younger daughter were in Bournemouth, both now widows as her younger daughter had married and been widowed since the previous census but had a young son:
